FEB 2010- HUNTERS BEND HOMEOWNERS ASSOCIATION ANNUAL MEETING MINUTES The annual meeting minutes are presented below: Called to order at 7:30 pm by president Steve In attendance: Kent, Larson, Eischen, Milam/Drexil, Gillett, Abels, Miller, Aufleger, Cuaderes, Love, McCumber, Wood, Kollmorgen, Berkinshaw, Vitali, Wolfard. 1. Shrubs & flowers – i. Flowers and plantings will be done to work with the new landscape plan. ii. Clare Ashby ASLA is the architect we hired to improve and modernize our entrances. The landscape plan includes new shrubs by homeowner properties and homeowners will be contacted to see how they want to be involved. iii. Jerry discussed plans and how we will implement the plan over a 4-5 year period. 2. Entryway improvements – i. Jerry talked about the deterioration of the stamped concrete at the Yale entrance. Jerry talked about applying insecticide for grubs at the entrances twice in 2010 instead of just once. ii. Jerry went over plans which have been put on the website and how they affect the entrances. 3. Sprinkler system and mowing – repairs will be made as needed. Mowing will continue to be done by our present contractor. 4. Christmas entrance decorations - Renee Cuadere will chair this again in 2010 D. Facilities - Joe Vitali (electrical & gazebo) 1. Gazebo repairs – repairs made within budget 2. Electrical improvements – Several issues with electric a. Lights at entrances b. Receptacles are grounding out and need repair and raising out of the ground c. Replacing lights where needed d. Discussion of adding receptacles – this is in the plan as we will add power and receptacles e. Goal is to have all repairs done by Easter
3. Fence maintenance – brick posts are starting to separate which may necessitate repair on 111th street. 4. Question on fence behind 110th homes and the lots against the detention pond. HOA will work with homeowners to make sure this is done properly when needed.

Late night “racers” are problems at the church parking lot. 5. Failure to yield to busses when they are picking up children is a problem

Discussion of 2009 budget - The Hunters Bend Home Owners Association Board of Directors has the power and duty to set the annual dues for the Hunters Bend Home Owners Association according to our by-laws – Article VII, Section 2(c)(1). While this duty lies with the board, we feel it is our obligation to send this budget out to our residents/homeowners for their review and comment at our annual meeting. Suggested dues of $200 per lot. Joe discussed gazebo repair needs; also clarified other repairs needed at both entrances; Dave Wolfard discussed the budget and explained the expenses. The budget which is attached was unanimously agreed upon by those in attendance. D. Entryway changes - In 2008 landscaping was improved for the Yale entrance. Discuss whether improvements are needed for the 111th entryway including installing additional lighting. Joe discussed the moving of the pole light at Yale and replacing it with a new double light ($3200); electric ($500); landscaping ($200). Mary Vitali mentioned that the City of Tulsa will install lights. Suggestion was made to see what the City of Tulsa would do about a light before making this happen. Terry Kollmorgen mentioned that landscaping improvements would be a better use of money as compared to additional lights. Jim Larson (corner house at Alegheny & 110th??) suggested that we get a drawing of any plan that is proposed. Landscape Committee – it was suggested that interested parties work through the Landscape Committee to develop a broad plan for landscaping. E. Repairs and maintenance needed i. Electrical repair both entrances (estimated $600 to $800) ii. ii.Gazebos - paint gazebos / repair roof iii. Stucco/fence F. 4 properties on entrance: No maintenance/mowing in 2009. Landscape Committee – it was suggested that all four homeowners meet to discuss the needs G. Election of Directors - The following is a list of current directors. Hunters Bend Newsletter - March/April 2006 Issue Have you read the restrictive covenants for our neighborhood? These rules exist to keep our neighborhood livable, clean and growing in terms of property value. While some restrictions may seem more important than others, they all are meant to apply to everyone equally. It is impossible for your HBHOA Board to enforce one covenant and not another. While we may understand the reason behind the violation, we must enforce all covenants with all homeowers equally. Please be sure that you understand all the covenants that affect you, your home, your neighbors and our entire neighborhood. The most common violations have to do with outdoor buildings (restricted), improper fencing, parking of RV/boats/trailers in driveways or on the street, and the handling of garbage cans. All of these issues (and more) are fully explained in the restrictive covenants that can be found by clicking the HBHOA tab on our website. ----- The Hunters Bend Garage Sale will be held on April 29th. Please visit the "Events" link on the website for more information. ----- The 2006 3rd Penny tax will be discussed at several public meetings. This information is also on our "Events" link.
Hunters Bend Newsletter - January/February 2006 Issue Dear Hunters Bend Home Owner, First, let me echo the "thank you" given to Terry Kollmorgen for his tenure as president of the HBHOA Board. Terry has tirelessly taken us through our most "formative" years and saw us through a huge transition when we deeded the detention pond to the City of Tulsa. Without Terry's efforts and knowledge, this process could not have had the positive outcome it did for our neighborhood. Lucky for us, Terry will remain on the board and will continue to help us with our legal issues. Once again Terry, thank you from the HBHOA Board and thank you on behalf of every homeowner in Hunters Bend! As president this year, my first and major goal is to make sure Hunters Bend continues to be a safe place and a great place to live and raise families. I also will continue to work with the HBHOA Board and all home owners to make sure our covenants are followed by every home owner in the neighborhood. These covenants are the foundation to maintaining a safe neighborhood and one in which our homes continue to grow in value. Please take a moment to review our Covenants (click here) and let the board know if you have any questions. These covenants are designed to maintain everyone's property value. We plan to continue our summer block party as well as the neighborhood garage sale in 2006. Please take the time to get to know your neighbor and be sure to let the board know if you have any ideas that will help improve Hunters Bend. As a final note, safety is an important part of every neighborhood. Please keep a close eye on your home and your neighbors' homes. You can report problems or concerns directly to the police or to the board via email. Don Love is our safety manager and he can be reached by emailing the board. We hope to send safety reminders out to the neighborhood via this website and email. If you know anyone who has not registered with our website, please tell them about registration (on the home page). City Council Connection City Council District 8 Summer, 2005 CITY OF TULSA NEIGHBORHOOD ENHANCEMENT FUND – VISION 2025 On September 9, 2003, the voters of Tulsa County approved a one penny, 13-year increase in the Tulsa County Sales Tax, for regional economic development and capital improvements. Proposition Four of Vision 2025 included approximately $2.1 million for neighborhood enhancements in the City of Tulsa. The purpose of these funds, as stated on the ballot, is “to support neighborhood enhancements including signage, neighborhood entranceways/gateways and neighborhood assessment projects.” To accurately represent the city of Tulsa, each Councilor appointed a constituent to serve on the Tulsa Neighborhood Enhancement Fund Task Force. You may download Neighborhood Fund Program Forms at http://www.cityoftulsa.org/vision2025/neighborhoodprogram.htm Recently, the Tulsa Neighborhood Enhancement Fund Task Force presented an update to the Tulsa City Council on July 26th , 2005. The following information was taken from the presentation and should be helpful in applying for phase II:
NEIGHBORHOOD FUND SCHEDULE
VISION 2025 TULSA NEIGHBORHOOD: FUND SUMMARY OF SIGNIFICANT CHANGES TO GUIDELINES If an Applicant’s Concept Screening Form was accepted during the test funding cycle and the Applicant wants to resubmit the same project, the Pre-Screened Applicant does not have to submit another Concept Screening Form. However, ALL Applicants must submit a new full application. WHY: If Projects have been screened once, there will not be a need to resubmit a new Concept Screening Form. However, due to minor changes in the scoring criteria, all pre-screened and new Applicants must submit a new application. Expanded the language requiring Applicants who’s Projects are placed on private property to either provide easements to the City of Tulsa at the time of the application submittal, or provide a Letter of Intent from the property owner committing to grant an easement. WHY: Clarification of this requirement was needed based on questions and general lack of understanding during the first round of applications. Added note emphasizing that the City-owned Parks and School Districts have other funding sources. Therefore, Public Schools and/or Park improvements will only be considered for funding on a case-by-case exception basis. WHY: The Task Force felt the need to limit these projects since other funding sources may be available. The following changes were made under “Project Selection Criteria:” Neighborhood Participation The total points for rating under this category were increased from 25 points to a total of 35 points. The category was also divided into two parts. WHY: The Task Force felt that this category was important enough to strengthen the rating with regard to: 1) involving neighbors in shaping and carrying out the project (0-15 points), and 2) promoting interaction of diverse members of the neighborhood (0-10 points). Leverage/Matching Contributions The total points for rating this category was decreased from 25 points to a total of 15 points. Cash Contribution point values remain at 0-5 points. The “volunteer labor” has been removed and “donated goods and/or professional services” remains. This category now carries a rating of from 0-5 points, as apposed to 0-20 points. A new category for rating has been added to support smaller projects. The following points will be added to the Applicant’s score based upon the funds requested from the Vision 2025 Neighborhood Fund (0-5 points): Amount Requested 5 - $ 1,000 - $ 4,999 4 - $ 5,000 - $ 9,999 3 - $10,000 - $14,000 2 - $15,000 - $19,999 1 - $20,000 - $25,000 WHY: The Volunteer Labor Category was removed because the Task Force felt that some applicants were adding points in this category, and it was difficult to score equitably, while donations of goods and professional services was easy to explain and score. The new category of “Smaller Projects” was added to reward Applicants that were asking for smaller amounts of money for viable projects. PROPOSED BRIDGE I want to thank personally the Move That Bridge and the South Tulsa Citizens Coalition members. This small group of people has worked very hard and is continuing to work hard to STOP THE BRIDGE! Hunters Bend Newsletter - March/April 2005 Issue We had a very interesting meeting with homeowners from many neighborhoods in south Tulsa as well as Bixby regarding the proposed bridge over the river at Yale Avenue. Councilors Mautino, Medlock and Christiansen were present as well as a representative from INCOG and representatives from the City of Tulsa. There is simply too much to write about in this area. Suffice it to say that this bridge will have a major impact on our neighborhood and all areas south of the Creek Turnpike in the Yale corridor. Be sure you take the time to educate yourself about this project and the possible effects on YOU and YOUR HOME. If you are reading this, you have already seen the webpages on our site regarding this issue. this month, you should understand the City of Tulsa's refuse policy for
our neighborhood listed below. Any yard trash not picked up by the
city refuse collector must removed from the curb and be kept out of site

neighborhood looking clean! Hunters Bend Newsletter - January/February 2005 Issue Hunter’s Bend Annual Meeting Minutes of January 25, 2005
Our President, Terry Kollmorgan, called the meeting to order in the St. James Methodist Church at 7:15 PM on January 25, 2005. In person and through proxy, 25 homes and 35 people were represented. We have a total of 87 homes in the organization.
A good discussion was held on our budget, neighborhood security, website, detention pond, landscaping and homeowner involvement. Terry reported that the detention pond is now officially owned by the City of Tulsa. Dr. Don Love provided an excellent handout on security issues for our homeowners. Dave Wolfard has posted that information on our website. Jerry Evenson reported that we now have hired a new landscaping company for this budget year. The name of the company is Big Time Landscaping. Mike Pooler indicated that he would no longer be able to serve on the board, as he will be moving in the spring. Jerry Evenson extended a “Thank You” to our Volunteers, including: The Loves for storage of our decorations, Block Captains headed by Mary Vitali, Dave Wolfard for the website, Loren Church our Treasurer, Christmas decorating group and our Garage Sale organizer.

HBHOA Home Security By Don Love, Security Director As our area of the city develops, there is a growing increase in vandalism and misdemeanors for not only Hunters Bend, but for the adjoining covenants, as well. For the past year, we have seen an increase in cars driving across lawns, car windows broken, garage vandalism, and even mail box theft. According to the Citizens Crime Commission and a survey of our adjoining neighborhoods, the Hunters Bend area has more vandalism than major crimes. Comments by the Police Department: 1. Most of the crimes in our area are considered to be vandalism and not major crimes. Young people generally do this in the early stages of adulthood. 2. Most of the vandalism occurs after 11:00 P.M. and generally on Saturday night. 3. When observing and/or reporting a crime to the Police, be specific in description and give as many details as you can. (see crime reporting link under the LINK tab on this website) 4. When calling “911”, be very specific by first saying “police, fire, or EMSA”. 5. When you then start giving details the police are already on their way. Items to Avoid CrimeThe most effective crime prevention method, according to the Citizens Crime Commission, is to be an alert Neighbor, looking out for each other. 1. When going out of town for several days, use the following as a guide. a. Stop the mail, or have a neighbor pick it up. b. Stop the paper, or have a neighbor pick it up. c. Have a neighbor remove papers or collected packages left at the door. d. Do not announce you are leaving town at churches, grocery stores, or other places where strangers are listening. e. Keep a radio playing. f. Put lights on automatic timers to appear someone is at home. g. Adjust the volume of your telephone ringer at low level, or off. A prowler will be less likely to hear an unanswered call. h. Do not announce you are out of town on an answering machine. 2. Trim bushes away from windows. Thieves like to hide behind high bushes and enter windows. 3. Motion lights are recommended in areas where doors and windows are not seen from the street. 4. Neighbors should be attentive to unusual cars and people around houses. 5. Keep doors and windows locked at all times. 6. Keep the garage door closed. 7. Put peepholes in doors. 8. Always lock your car when you go inside a station to pay for gasoline, or into a grocery store. 9. Observe car license tag numbers if you see suspicious activity. 10. Learn to observe the description of people. 11. Give up your billfold or purse in case of robbery. I.e., do not fight for your property to avoid harm. 12. Most burglary crimes are during the day when no one is at home. 13. When a stranger knocks on the door, acknowledge that you are there but do not open the door until you know who it is. 14. Put an identification mark on your valuables. Do not use your social security number. 15. Do NOT put your bill payments in the mailbox to be picked up by the postman. As a minimum, write your checks with a “Hybrid Gel” pen (purchase at an office supply), whereby the ink cannot be washed off. Misdemeanor in Driving Across LawnsThis is occurring more frequently as the general area gets older and the population increases. This generally occurs on weekends at early hours and several lawns are driven across on the same night. To try to prevent this from occurring is very difficult, but the following is suggested for your consideration. 1. If you see a vehicle drive across a yard, get the license number and report to the police. Avoid being seen as a witness. 2. You may want to consider buying a $20 fake camera at Radio Shack that is operated by a battery and looks very authentic to thieves and vandals. 3. Plant a tree in open areas near the street. 4. Consider a night-light to come on with movement near the house or consider a night-light to stay on during the night. 5. Take a picture of the tire tracks for the police. 6. Report the incident to the police, although this is not a high priority for the police involvement. Mail Box TheftThere has been some theft of mail from the mailboxes, but not recently. The thefts generally occur in the mornings before the mail man arrives and is generally a single person walking around acting “official” with the mail boxes. They are looking for boxes with the flags up indicating mail is to be picked up. They want the checks in mail payments. The thieves are good at washing off ball point written checks and then using the check to buy items at stores, pretending to give their drivers license number to trusting clerks. In our area, there have been checks forged for as much as $2,000. To avoid this potential problem, the following is suggested. 1. Do not leave payments in the mailboxes. 2. Write your checks with a “Hybrid Gel” pen that cannot be washed off. These pens can be purchased from any office supply store. Vandalism and Theft to AutomobilesSeveral cars have been vandalized with windows being broken and scratched, etc. Unfortunately, these vehicles were parked in the street or in driveways and accessible to people desiring to do harm. We have no known car thefts. The types of people that do this, according to the Citizens Crime Commission are young adults with emotional desires to take chances for fun. Unfortunately, some automobiles have been damaged simply because they had a school logo that someone did not like. The following are suggestions to avoid damage to vehicles. 1. Avoid parking in the street, especially at night. Children can be harmed from walking around parked cars. 2. If at all possible, put your vehicle in the garage and keep the door closed. 3. Do not put offensive logos on vehicles that tend to create emotions, such as derogatory statements about schools or our good neighboring states. This is the type of activity that develops hatred. Be a person of class and teach your children respect and love for fellow citizens of all schools, race, color, religion and gender. Protect Yourself 1. Do not give a caller your credit card, phone card, social security, or bank account number over the phone. It is illegal for telemarketers to ask for these numbers to verify a prize of gift. 2. Listen carefully to the name of a charity requesting money. Do not hesitate to ask for a financial report before you donate. 3. Never make an investment with a stranger on the phone. 4. Beware of cheap home repair service that otherwise would be expensive. Do not pay in advance. A deposit should only be after you have checked the company out with references through the Better Business Bureau. 5. Report con games to the police. The National Fraud Information Center is 800-876-7060, 9:00 A.M. to 5:30 P.M. 6. Do not use your social security number for your driver’s license. 7. Teach your children how to dial “911”, their home address, telephone numbers, and where you work. 8. Teach your children to not accept rides or gifts from anyone, unless it is someone both you and your child know and trust. 9. Do not leave house keys under doormats, window seals, or flowerpots.
